SUMMARY:5th International Training Program on Audit of Extractive Industries – Part II
DESCRIPTION:The International Centre for Environment Audit and Sustainable Development (iCED)\, Jaipur; the Global Training Facility (GTF) is organizing an International Training Programme on “Audit of Extractive Industries”\, a joint collaboration between the SAI\, India and INTOSAI-WGEI in two parts: \nPart I: Online from 06.01.2025 to 10.01.2025(5 days)\, focusing on Module 1 (An Overview of Extractive Industries) and Module 2 (Policy\, Legal and Institutional Framework). \nPart II: Onsite from 03.03.2025 to 07.03.2025(5 days)\, covering Module 4 (Awards of Contracts and Licenses) and Module 8 (Environment and Sustainable Development) at International Centre for Environment Audit and Sustainable Development (iCED)\, Jaipur\, India. \nThe objective of conducting this training in a mixed mode is to provide a foundational understanding during Part-I (Online) and to focus on advanced topics with real-time experiences and hands-on exercises during Part-II (physical mode). \nTo ensure a comprehensive learning experience\, SAIs are encouraged to nominate participants for both parts simultaneously. If SAIs wish to nominate participants only for Part-I (online)\, they may do so. \nHowever\, participation in Part-I is mandatory for those attending Part-II\, as the modules are sequential and build upon the content covered in the virtual session. \nNomination forms for Part-I and Part-II have been enclosed separately: \n\nFor those wishing to participate only in Part-I\, the corresponding nomination form should be filled.\nFor participation in Part-II\, the nomination form for Part-II should be submitted along with a copy of the participant’s passport. Participation in Part I is mandatory for participating in Part II.\n\nThe last date for receiving the nomination is 27th December 2024. \nWe request your SAI to send nominations for participants to attend this training programme. \nIn this regard\, please find attached an invitation letter for participation\, jointly signed by Mr. Girish Chandra Murmu\, Comptroller and Auditor General of India and Mr. Edward Akol\, Auditor General of Uganda as the Chair of INTOSAI WGEI. \nIt is requested that the filled in nomination forms be mailed well in time. Holding billions of dollars worth of national assets—often from extractive industries—sovereign wealth funds and their governance approaches are not well understood\, raising questions about corruption and other risks.\n \nTo shed light on this topic\, the webinar will feature the 2024 report published by the Carnegie Endowment for International Peace — Sovereign Wealth Funds: Corruption and Other Governance Risks. The webinar will cover key findings from the report across a spectrum of sovereign wealth funds and will provide an opportunity for questions and answers with the author. The webinar will feature one of the authors of the report\, Lakshmi Kumar\, the former policy director at Global Financial Integrity and an adjunct professor at Georgetown University. She has also been a senior fellow at George Mason University as well as a lawyer and policy professional in India\, working with governments and regulatory agencies across South Asia\, East Africa\, and Eurasia to investigate money laundering and terrorist financing risks to their financial systems.\n \nThis event will be broadcast externally to members of the INTOSAI Working Groups on the Audit of Extractive Industries and on the Fight Against Corruption and Money Laundering. DESCRIPTION:Wednesday\, July 9\, at 1:00 PM Eastern\, 5:00 PM UTC \nJoin the Working Group on Extractive Industries for a discussion with Dr. Seaver Wang of the Breakthrough Institute to learn about the history and potential of seafloor mining\, its environmental and regulatory challenges\, and how undersea minerals may affect the energy transition. \nSeaver Wang is the Director of the Climate and Energy program at the Breakthrough Institute. His current research focuses upon minerals and manufacturing supply chains for low-carbon technologies\, decarbonization of heavy industry\, and on climate and energy policy in East Asia. Seaver holds a PhD in Earth and Ocean Sciences from Duke University as well as a BA in Earth Sciences from the University of Pennsylvania and has worked with the Climate and Energy research program since Fall 2019. He is based in Breakthrough’s Washington D.C. office. \nThe Breakthrough Institute is an environmental think tank based in Oakland California advancing technological solutions to environmental and human development challenges. DESCRIPTION:The Chair of the INTOSAI Working Group on Audit of Extractive Industries (WGEI) and the Auditor General of Uganda\, and as the Host SAI and President of the Federal Court of Accounts of Brazil\, cordially invite you or your representative to the sixth meeting of all members of the Working Group on Audit of Extractive Industries. The meeting will take place in Brasilia\, Brazil\, from 15th to 19th June 2026. \nThe theme for this year’s meeting is ‘Critical Minerals in Energy Transition: Global Trends and Governance Implications’. \nThe objective of the meeting is to discuss critical matters concerning WGEI\, but specifically: \n\nDiscuss topical issues and emerging areas in the extractive industries and design strategies of addressing them. The theme for the Conference will focus on critical minerals\, global trends\, challenges and the expected SAI response.\nShare experiences with technical experts and other international bodies involved in the extractive industries.\nDiscuss the WGEI activity performance reports under the work plan (2022 – 2025).\nDiscuss and approve the WGEI draft work plan for the period 2026 – 2028.\nPresent and discuss the new WGEI audit tools and guidelines.\nChart a way forward for the Working Group.\n\nA detailed programme is attached for your information. \nThe deliberations at the meeting will form the basis for the WGEI Chair’s report to the 18th meeting of the Steering Committee of the INTOSAI Committee on Knowledge Sharing and Knowledge Services (KSC). \nThe host and WGEI Secretariat will bear the costs of the Conference including venue\, break teas\, lunch\, cocktail\, two dinners and transport arrangements between the venue and hotels as indicated on the programme.
