DESCRIPTION:Wednesday\, July 9\, at 1:00 PM Eastern\, 5:00 PM UTC \nJoin the Working Group on Extractive Industries for a discussion with Dr. Seaver Wang of the Breakthrough Institute to learn about the history and potential of seafloor mining\, its environmental and regulatory challenges\, and how undersea minerals may affect the energy transition. \nSeaver Wang is the Director of the Climate and Energy program at the Breakthrough Institute. His current research focuses upon minerals and manufacturing supply chains for low-carbon technologies\, decarbonization of heavy industry\, and on climate and energy policy in East Asia. Seaver holds a PhD in Earth and Ocean Sciences from Duke University as well as a BA in Earth Sciences from the University of Pennsylvania and has worked with the Climate and Energy research program since Fall 2019. He is based in Breakthrough’s Washington D.C. office. \nThe Breakthrough Institute is an environmental think tank based in Oakland California advancing technological solutions to environmental and human development challenges. Holding billions of dollars worth of national assets—often from extractive industries—sovereign wealth funds and their governance approaches are not well understood\, raising questions about corruption and other risks.\n \nTo shed light on this topic\, the webinar will feature the 2024 report published by the Carnegie Endowment for International Peace — Sovereign Wealth Funds: Corruption and Other Governance Risks. The webinar will cover key findings from the report across a spectrum of sovereign wealth funds and will provide an opportunity for questions and answers with the author. The webinar will feature one of the authors of the report\, Lakshmi Kumar\, the former policy director at Global Financial Integrity and an adjunct professor at Georgetown University. She has also been a senior fellow at George Mason University as well as a lawyer and policy professional in India\, working with governments and regulatory agencies across South Asia\, East Africa\, and Eurasia to investigate money laundering and terrorist financing risks to their financial systems.\n \nThis event will be broadcast externally to members of the INTOSAI Working Groups on the Audit of Extractive Industries and on the Fight Against Corruption and Money Laundering. SUMMARY:Extractive Industries (EI) Training Workshop
DESCRIPTION:Introduction\n\n\n\nStrong and effective Supreme Audit Institutions can contribute to better and more transparent oversight of Extractive Industries (EI) and help to ensure that governments manage natural resources in the best interest of the public. The INTOSAI working group on the audit of extractive industries (WGEI) is undertaking a number of initiatives to strengthen SAI’s ability to fulfill this function. At the same time\, several stakeholders have made a strong call for more systematic compilation of the many experiences\, tools and lessons held by different SAIs and partners\, and a more formal platform for advancing this field of work in a coordinated way. \nA survey conducted by WGEI among its members confirmed that knowledge and experience sharing and networking are paramount in enhancing the capability of SAIs in audits of this sector. \nIn line with the above\, SAI Uganda in collaboration with WGEI Community of practice and Afrosai-e has organized an extractive industries workshop scheduled to take place in Kampala Uganda from 11th -15th September 2017. \nThe theme of this workshop is; “Enhancing the audit of Extractive Industries: Risks and Mitigation”. The main objective of this workshop is to build capacity and deliver valuable tools to help SAIs effectively audit extractive industries (EI). In particular the course will provide an insight for SAIs to undertake strategic planning for the EI sector audits\, identify risks in the value chain and how SAIs respond to those risks\, examination and benchmarking of different Fiscal regimes. \nExpected Results: \nAt the end of the course participants will be able to: \n• Strategically plan for the audits in their SAIs at an institutional level\, to develop long term plans (3-5yrs)\, identify staff and other resource needs for the SAI to effectively undertake audits in EI\, \n• Identify and assess various risks along the EI value chain\, key players\, their roles and map out the different types of audits to be conducted to respond to the assessed risks\, \n• Gain skills to evaluate and compare different fiscal regimes\, forecast government revenues and assess risks of any leakages\, \n• Provide better oversight to the EI sector through informed reports and recommendations \n\nExtractive Industries (EI) Training Workshop in collaboration with the Working Group on Audit of Extractive Industries (WGEI) and AFROSAI-E from 11th – 15th September\, 2017\, Kampala\, Uganda
